Standards Leadership
The Onyx team built CMS Blue Button 2.0, authored the HL7 Da Vinci PDex standard that CMS-0057 is built on, and helped create the FHIR specifications the entire healthcare industry now runs on. When the rules change, we're in the room.
CMS Blue Button 2.0 is the federal API that gives 60M+ Medicare beneficiaries access to their health data. Onyx’s Mark Scrimshire architected and built it — designing the overall API, building the original proof of concept, and establishing the OAuth 2.0 authorization methods that were a first for CMS.
The Blue Button 2.0 data pipeline stores more than 12 billion electronic health records. It is the technical foundation that CMS-0057 payer APIs are modeled on — and the same infrastructure that underpins OnyxOS today.

Onyx leadership has authored more than 20 HL7 FHIR and C-CDA interoperability standards now deployed across major EHR systems nationwide — including the HL7 Da Vinci PDex standard that CMS-0057’s payer-to-payer and provider access APIs are built on.
These systems serve 30M+ patients across 1,400 health centers nationwide.
Key specifications include:
Chief Interoperability Officer
Author of the HL7 Da Vinci Payer Data Exchange Implementation Guide (PDex) — the specification CMS-0057 payer APIs are built on. Mark serves as Co-Chair of the HL7 Financial Management Work Group, where he continues to shape the standards governing payer data exchange at the federal level.
Chief Technology Officer
Author of 20+ HL7 FHIR and C-CDA standards now deployed across major EHR systems nationwide, and Senior Technical Advisor to HHS, ONC, CDC, and HRSA. Dragon architected federal health data platforms serving 30M+ patients and built case reporting infrastructure for 108 diseases across all 50 states.
Grahame Grieve — the creator of the HL7 FHIR standard and architect of modern healthcare APIs used globally — serves as an Onyx advisor. His direct involvement ensures Onyx stays at the leading edge of where the standard is going, not just where it’s been.
Onyx holds active leadership roles in the organizations that set interoperability standards and policy — including HL7 International, the Da Vinci Project, WEDI, and CARIN Alliance.
